So sorry to hear about YSL cosmetics has pulled out of Singapore. I've no idea about this, since you're looking for the eye brightener why not trying Guerlain's Precious Light Rejuvenating Illuminator or Bobbi Brown Tinted Eye Brightener instead?

is highlighter suitable for brightening up the eye areas, like the under eyes. I got dark eyes circle but after concealing I still find it looks dull after a few hours.

Yes! Highlighter does help to brighten up any area you need but the most important is to remember “less is more”. Which means don’t over apply too much as it can become worst!
Hi Andy, I think this is a great site! I’ve some wrinkles under my eyes which are only evident when I smile, I also have bad dark circles. It used to be ok when I covered them with concealer. But as I age, I realise that the concealer will reveal my lines even more, making them totally prominent. My under eyes are now more hollow than years before. How can I conceal my dark circles without bringing the lines into the limelight? Is there a technique which I can use (when applying makeup) to reduce the hollow below my eyes (near my nose bridge)?

For under eyes wrinkle & dark circles best to use a good makeup base that help to reduce the appearance of lines before you apply concealer!
I always love makeup base from Japan, e.g. cle de peau BEAUTE(which is quite expensive but great result!), Shiseido the makeup range, beaute de Kose, Kanebo or even Sofina(only can get from Japan, Taiwan or HK). All this brands does carry makeup base for wrinkles/lines.
